Under Texas law, the County Auditor is responsible for:

• Oversight of all the books and records of all County officials
• Strict enforcement of all laws governing County finances
• Advice to Commissioners Court concerning financial conditions as they affect the decision-making process
• Administration, reporting and forecasting of the County budget as set by the Commissioners Court
• Preparation of the ANNUAL COMPREHENSIVE FINANCIAL REPORT and the POPULAR ANNUAL FINANCIAL REPORT (PAFR).

There are many reasons to have a County Auditor, but the main one is to maintain the integrity of financial administration in county government. Every two years, the state District judges in Williamson County appoint the County Auditor. Because the Auditor is neither appointed by nor under the hierarchical control of the Commissioners Court, the integrity of county finances is protected by a dual system of "checks and balances".

Stewards of Public Funds
The office of the County Auditor consists of the Auditor and 29 employees acting as the "Stewards of Public Funds" in the areas of Internal Audit, Financial Accounting and Reporting, Accounts Payable and Payroll.

Julie M. Kiley is a Certified Public Accountant with more than 28 years of government auditing and accounting experience. Prior to being appointed as County Auditor she served as the first assistant county auditor, a position held since 2004. She is a graduate of Texas A&M University with a bachelor’s degree in accounting. Julie is a member of the Texas Association of County Auditors, Government Finance Officers Association, Texas Society of Certified Public Accountants and Government Finance Officers Association of Texas. She is also the 2010 recipient of the Denise Linch Award from the Texas Association of County Auditors.

During Mrs. Kiley’s time with the county, the County Auditor’s Office has been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association for its comprehensive annual financial report (ACFR) for 31 years and the Certificate of Achievement for Excellence for their popular annual financial report for 17 years. The Office also received the Leadership Circle Award from 2010 through 2015 for its financial online transparency. The office also received the Government Finance Officers Association Louisville Award for innovation in government finance for the implementation of the Auditor’s Office Performance Center reporting tool for elected officials and department heads in 2014. The county has maintained a AAA rating from Standard and Poor and Fitch Rating Agencies since June 2010.
